A University for Prisoners?

There are more than 80,000 prisoners in the UK, sitting in their cells 23 hours a day. No wonder they are driving to taking drugs and brewing hooch. Surely there cannot be such a lack of intelligence among these people and 1,000 of them cannot be put into a specially adapted academic prison with a decent academic library so they can study for something useful.
