Better Use For Foreign Aid

Make university education for roreign students needs blind so that foreign students with the grades but not the means to get into university can go.
Universities can set up overseas campuses, as many have already done, and the open university can expand worldwide.
This is a far better use of money than giving it to ‘support govt spending’ in wasteful African governments.
Who knows, the graduates of those universities might decide that investment in the school system is worth making, and start their countries on paying their own way.
