Chemical weapons illegal for all except usa

It seems.
The USA used chemical weapons – napalm and white phosphorus – in iraq. After telling a pack of lies to cover their tracks, they have been forced to confess. On the other hand, Syria is not allowed to use chemical weapons – they deny having used them, but face being bombed.
Anyone smell hypocrisy?
