Improving Council Houses

Every council house has a loft, at the moment not used.
If the loft were converted it could mean larger families could use them. If the house were rented as flats, it could mean three flats instead of two. Either way it would mean more use of available space.
And when the house is eventually sold, it would mean more money for the public purse.
